In 1972 the system became the California State University and Colleges, and in 1982 the system became the California State University.
Responsibility for the California State University is vested in the Board of Trustees, whose members are appointed by the Governor.
The Trustees appoint the Chancellor, who is the chief executive officer of the system, and the Presidents, who are the chief executive officers of the respective campuses.

In a presidential system, the president usually has special privileges in the enactment of legislation, namely the possession of a power of veto over legislation of bills, in some cases subject to the power of the legislature by weighed majority to override the veto.

The centralized system was consistent with the two functions of education under the one-party Leninist system of government that Chiang had imposed: (1) to prepare citizens to perform societal functions and (2) to indoctrinate them into the party philosophy.
The important points at this stage are that under the current system the MOE (1) selects students for colleges and universities (2) controls budgets, and (3) subjects colleges and universities to a myriad rules and red tape inherited from the monitoring and control philosophy that prevailed prior to the end of martial law in 1987.
Since the Taiwan government already has in place a system for supplying higher education and since it owns most of the assets and employs most of the human resources, the transition must be a critical consideration of any voucher system proposal.

For example, if we talk about political science,business and humanity studying, National ChungChi university has a major position in Taiwan; regarding pure or computer science, Tsing Hua and Chiao Tung unviersities are on the top, some of the majors are even better than those in National Taiwan University.

In Taiwan, so far as I can tell, the vast majority of foriegn teachers at the university level are employed in conversation classes or others of similar ilk, which has little or nothing to do with serious research.
As things now stand, their university has been without a native speaker for the last 4 years, unable to attract a forieger Phd and, because it's a national school, unable to use MA's on a full-time basis.
The two track system was cut to a single track, but the technical vocational schools are simply run as sub-standard universities.

A Google.com search of college Bulletin Board System sites displayed at the press conference showed that information about thesis ghostwriting services or ghostwriter advertisements were easy to come by on the Internet.
There is also lots of plagiarism, what is interesting is that its very obvious when a paper is far and away better than the English university students (English majors to boot) are capable of (after studying English for 15 or 18 years) and then a quick search on Google catches them red handed.

For those of you interested in health care policy, I stumbled across this scholarly article on Taiwan's NHI system while playing with Google's new blog search feature.
NHI was also found to have reduced household out-of-pocket medical expenditures more for households in eastern Taiwan.
Although NHI was established to create free medical care for all, further effort is needed to reduce the medical costs for certain disadvantaged groups, particularly the poor and aborigines, if equality is to be achieved.
