The University of Tetovo is now privately funded by both the local Albanian community and a many among the expatriate community who, due to unemployment in Macedonia, spend 11 months of every year abroad working, primarily in Germany, Austria and Switzerland.
The university initially comprised of five faculties: law, economics, languages, pedagogy, and the natural sciences, and staff were drawn from the long-established and well respected Albanian language University of Priština (Prishtinë).
The University Rector, Dr Prof Fadil Sulejmani was imprisoned for two and a half years on charges of verbal sedition, although he was released on bail in June of the same year.

A long-running struggle to persuade Macedonia to allow Albanians to learn in their own language has spiraled into a broader fight for greater rights, just as the university issue was on the verge of being solved, said Van der Stoel.
The PDK was formed on March 11 and is calling for Macedonia to become a federation, effectively splitting it into Slav and Albanian sectors, a call abhorrent to the West, worried such an ethnic division would spark bloodshed and regional instability.
Van der Stoel said that while Macedonia's Albanians had their own primary and secondary schools, media, seats in parliament and were part of the government the small Balkan state could go further in extending them rights.

Max van der Stoel, OSCE high commissioner on national minorities and chairman of the International Board of the University, "has concentrated on this project as a means of improving inter-ethnic relations in Macedonia," the release said.
The unveiling ceremony on 11 February was attended by members of the Government of the former Yugoslav Republic of Macedonia (including the Foreign Minister and Minister of Education), representatives of the country's Albanian community, the mayor of Tetovo, members of the national and international boards of the institution, and representatives of the diplomatic corps.
The ceremony was addressed by the Prime Minister, Ljubco Georgievski, the Chairman of the national board of the University, Zamir Dika, the future director of the University, Alajdin Abazi, and the OSCE High Commissioner on National Minorities (and Chairman of the International Board of the University), Max van der Stoel.

So far, Albanian students had a choice between the underground university, the diplomas of which were not recognized, and the private, multilingual South East European University in Tetovo, which was founded in 2001 with the help of the Organization for Security and Cooperation in Europe (OSCE) and international donors.
However, many Albanians did not regard the foundation of the South East European University as a solution to their demand for higher education, since tuition there is not free of charge as it is at the state universities.
For him, the new university is simply a means for implementing the Albanians' right to a higher education in their mother tongue.
