 Health Care School Accepts Monitor to Avoid Prosecution - New York Times
University officials agreed to the federal monitor last week after a threat from United States Attorney Christopher J. Christie that he would prosecute the school criminally for intentionally overbilling the Medicaid program by millions of dollars if the board did not allow federal oversight.
UMDNJ effectively becomes the first public university in the nation to be placed under federal oversight, according to a Justice Department spokesman in Washington.
According to university records, its lawyers were warned in 2001 that the university's clinics had overcharged Medicaid by more than $1 million in the previous year, and that its billing practices since the mid-1990's had probably been illegal.

HACKENSACK, N.J., Jan. 10 - The University of Medicine and Dentistry of New Jersey was "undisciplined and careless" in relying too heavily on no-bid contracts in the last fiscal year, according to a report by a former State Supreme Court justice who was hired to examine the university's purchasing procedures.
Stein recommended that the university reduce its reliance on state lobbyists, and the university said yesterday in a statement that it would not renew any of its current contracts with lobbyists.
The university has stopped using blanket waivers in most areas, according to officials; is creating a position for a coordinator to oversee which contracts should be granted waivers; and is seeking bids for new software to help audit purchasing and make it more efficient.

The breech was discovered Feb. 24 by UMDNJ's office of Business Conduct, although officials did not disclose when the incident itself occurred.
However, officials said that attempt was unsuccessful because the payroll computer the hackers were trying to break into contained only test data and not actual payroll information.
