Universities in France receive all of their funding from the government and students do not pay tuition fees (just a small registration fee).
Admission to university is not based on a selection process; a student who has successfully completed the Baccalauréat ("le Bac"), the French secondary school diploma, is entitled to register in university.

The scientific goal of NICE is to explore methods to reduce the development time and cost of MT, thereby making it available to more people.
The social goal is to contribute to a growing trend to reinstate indigenous languages in official uses outside of the home, and to prevent the disenfranchisement of speakers of indigenous languages.
NICE may contribute to this goal by providing access to government documents in indigenous languages, by including monolingual speakers of indigenous languages in surveys of health and agriculture, or by contributing to bilingual multicultural education.

With some reluctance, I have resorted to the acronym NICE to emphasize some of the essentials: an ideal university ombudsman is Neutral, Independent, Confidential, and provides a safe place for Every member of the university community to bring Every sort of university related problem.
The optimal situation is to have the ombudsman office separate from the university organizational chart except for a thin line to the president or provost who provides just the necessary budgetary and administrative support.

In the past Nice welcomed many immigrants from Italy (who continue to make a large proportion of the population), as well as Spanish and Portuguese immigrants.
However, in the past few decades immigration has been opened to include immigrants from all over the world particularily immigrants from other parts of the world, mainly former Northern and Western African colonies, as well as southeastern Asia.

All I could think was, "That's very nice that she's trying to help, but doesn't she realize she is harming that baby with all of the secondhand smoke?" In all fairness, I don't think she understood what she was doing.
They are doing their best to help gliders in the only way they know how, however, all the good intentions in the world do not change the problems that will face the gliders who live in these conditions:
They truly are "salt of the earth" and very nice, however, sometimes being nice is not enough.
