Puerto Rico, a colony of Spain for more than 400 hundred years, was by the time of the Spanish-American War a country where Spanish was the vernacular.
As it relates to the University of Puerto Rico the widespread support for the use of Spanish as the language of instruction resulted in the 1942 resolution by the Superior Educational Council establishing that instruction at the UPR should be offered preferably in Spanish.
The part played by the UPR in the teaching of English in Puerto Rico was described by Dr. Juan José Osuna, at the time Dean of the UPR School of Education, in a 1942 report covering the language policies during the previous twenty years.

University of Puerto Rico administrators accepted a proposal submitted by student leaders to postpone the tuition increase and set up a committee to evaluate alternatives.
University officials have said the raises were necessary to plug a budget deficit, estimated at almost $24 million for fiscal year 2005-2006.

An EPA inspection of Catholic University's main campus revealed the university had: failed to determine if wastes it generated were hazardous wastes; stored hazardous wastes without a permit; stored hazardous waste in open containers; and stored hazardous waste in containers that were in poor condition.
The university also did not provide employees with required training in hazardous waste management or develop emergency contingency plans or a make arrangements with emergency responders and nearby hospitals in the event of sudden or unexpected releases of hazardous wastes to the environment.
EPA established its Colleges and Universities Initiative in 1999 because it found that many such institutions were not aware of their responsibilities under various environmental laws.
