Analyzing the curriculum of teacher preparation programs throughout Puerto Rico made me realize that it was very difficult for any teacher to present concepts in a clear and coherent manner.
This has had a multiplier effect in different parts of Puerto Rico particularly in the small island of Vieques for a period of three years.
Vieques is a small island east of Puerto Rico with a population of over 9,000; two-thirds of which has been occupied by the United States Navy over 40 years.
