Non-Albanian minorities in Kosovo were subjected to "persistent intimidation and harassment" (in the words of Human Rights Watch), though the level of violence is reported to have declined somewhat since the end of the war.
The latest unrest began on March 15 with the drive-by shooting of an 18-year-old Serb, Jovica Ivić, in the village of Čaglavica in the central region of Kosovo.
Kosovo Albanian politicians such as President Ibrahim Rugova and Prime Minister Bajram Rexhepi joined UN governor Harri Holkeri, NATO southern commander Gregory Johnson, and other KFOR officials in condemning the violence and appealing for peace in Kosovo (B92).

If someone is going to move it, at least be optimistic and move it to Unrests in Kosovo (2004).
As an event in the history of Kosovo, it should be rewritten and merged with the main Kosovo and Metohia article after the section on the Kosovo War.
I think there's certainly scope for a broader article on postwar ethnic relations in Kosovo, but if we were to do that it would probably have to be either (a) a new article linking out to this one or (b) an expanded version of this article renamed to something like "Ethnic relations in Kosovo".

Kosovo electric company request from the Serbs from central Kosovo to pay their unpaid bills for the last 5 years, but taking in consideration the fact that most of them are unemployed we can understand that they do not have money for the basic needs.
Between the priorities of the Kosovo Government are decentralization of the power, integration of the minorities in the Kosovo society and return of the dispelled.
Although promises have been made in the meanwhile by some of the leaders of Kosovo provisional institutions, the return of the monks to Zociste was delayed until the end of October of this year, even though it is obviously this is hardly the end of their problems.

In the talks between Minister Buckovski and General Kammerhoff, it was concluded that KFOR and ARM have joint goal- stabilisation of the region and preventing the actions of the extremists in the region, through coordinated activities.
The KFOR commander General Kamerhoff denied the published statements in some Macedonian media that the KFOr forces are training members of the Kosovo protection corps for their deployment on the border with Republic of Macedonia, assessing them as rude disinformation.
General Kamerhoff expressed his gratitude for the useful cooperation and coordination with Minister Buckovski and ARM during the March unrests in Kosovo, assessing that they contributed towards the stabilisation of Kosovo and the region.

Any acceptable claims dispute resolution machinery for Kosovo must allow private standing to present private claims, and be reinforced by clear rules for freezing assets and for recognition and enforcement by national courts around the world.

There are also pressures on the international community to transfer as many powers as possible on the entity institutions, Asanin said, and added that UNMIK and Kfor have not improved the security of Serbs which would guarantee their participation in the elections.
"There has been serious talk about social unrest already in September," Asanin said and added that low salaries and unemployment have been mentioned as reasons for the protests, but there is fear that these rallies could assume a destructive character.
