That means an up-or-down vote on substance is roughly synonymous with a recorded yea-or-nay vote, a roll-call vote and — also in informal usage — a clean vote.
It is distinct from a vote on procedure, like a motion to table, to recommit, to amend an amendment or to end debate in a filibuster.

IN A WEEK IN which Senate Republicans were expounding the value of "up-or-down votes," it seems odd that some House Republicans decided on Thursday to prevent one, even though it concerned an issue many Republicans have supported in the past.
Thanks to Rep. Richard W. Pombo (R-Calif.), who objected on procedural grounds, members did not vote on an amendment to the Interior Department spending bill that would have limited taxpayer subsidies for logging operations in Alaska's Tongass National Forest.

 Sean Hannity Discussion - What Does An "Up Or Down Vote" Really Mean?
How is an "up or down vote" any different than an "approve or disapprove vote" or a "confirm or not confirm vote"?
Apparently it means something different to many Repbublicans now, because they weren't to keen on ensuring Clinton's nominees received an up or down vote (they were against it before they were for it).
I've been trying to think of a smartass remark to make about this statement, however, its just too dumb to wrap my mind around.

Republicans should support an up-or-down vote for the Real ID, aka, the National ID Card.
I really don't know weather I support the idea of a national ID card yet, but both Democrats and Republicans vowed to take action based on the 911 Commission's report, which included a recommendation for a national ID card.
This is not a Bush scheme, just the result of a promise to take the recommendations of the 911 commission seriously.
