This civilization is perpetuated by the act of Uplift, in which one sapient species genetically modifies a non-sapient species until it is sapient.
The fact that Humanity had already uplifted two species when it encountered the galactic civilization gave Humanity patron status, which is one of the few lucky turns it has had in its difficult position as pariah in the galactic civilization.
In the Uplift Storm trilogy, survivors of the space ship Streaker continue to evade the various galactic powers and along the way encounter a hidden planet where the inhabitants have avoided most of the uplift schisms which plague the galactic civilization.

All but the youngest of them have already uplifted new races they discovered, and all of them were once uplifted themselves by older civilizations, of which the most ancient have disappeared long since.
And with dolphins and chimps, man has already uplifted two species on his own, earning some forced recognition in a galactic society where status is derived from the age of a civilization and its descendance tree of uplifted races.

Uplift is the practice of taking a pre-sentient species and uplifting them to sentience and star travel.
The universe is very old and there are lots and lots of gadgets out there…and the Library has templates for all of them…assuming you can access the computers, convince them you need the information then have the industrial capability to make the devises.
GURPS Uplift is a very dense and information laden supplement, but it is logically organized and it never feels like you are being overloaded with information…despite there being so much there.

Since Contact was around 2211 (or 2250 in the Uplift Timeline), this must have happened during the 23rd century.
In Uplift War, Chapter 4, Robert, p.19, the Sundiver incident and the Dolphin Uplift are mentioned as happening 2 centuries before the invasion of Garth.
Since in the Uplift Storm Trilogy dura (including a midura = 71 minutes, see the Timeline of Jijo for details) is consistently used as units of time, and the mictaar is used as unit of distance (in hyperspace), I suspect Uplift War was reckless with the nomenclature, and it changed between the two "trilogies".

His Uplift galaxy was one of the few genuinely original ideas generated by non-cyberpunk SF in the mid-1980s.
Third in the New Uplift Trilogy, this book cannot really be considered independent of its predecessor volumes, Brightness Reef and Infinity's Shore, and therein lies part of the problem.

Another clever touch was "the Stranger." This character should be able to explain away most of the mysteries of the book, except he has suffered a head wound affecting the speech center of his brain and his memories.
Jijo is also a terrific metaphor for an issue Brin has always been interested in, the difference between a worldview that anticipates progress over time and one that assumes we are in a state of decline from a past golden age.
Reading Uplift War would also be helpful, but it's not as essential for understanding the Uplift universe.
