Dibang valley is a district of arunachal pradesh named after the river Dibang or the Talon as the Idus call the river, originates in the mountains of China and flows through the lenght of the valley, named after it.
The real natives of the region viz; the Idus have a comparatively small population while there has been a considerable growth of the padams, minyongs and other tribes who have migrated from the neighbouring districts in the recent past of about 20-30 years.However upper dibang valley is inhabited by Idu people only.
The district has been divided further into lower and upper dibang valley for administrative convenience.The headquarters of the two districts are Roing and Anini respectively.Roing is a newborn town in the plains of the Mishmi hills roughly aging 20 years only.It is a beautiful place with pictursque nature and and beautiful climate.

Similar unprecedented rainfall occurred in the upper catchments of the Brahmaputra river and according to the report, Dibang valley and East Siang recorded rainfall six times more than normal.
The report said that due to indiscriminate deforestation in the upper catchments of the rivers, particularly in Bhutan and Arunachal Pradesh, the flashy rivers carry huge quantity of silt and deposit the same on the riverbeds, thus reducing the water carrying capacity of the rivers.
The report further said that the situation was similar in the Barak valley where all the three districts recorded rainfall much higher than normal.
