Elmer was formed on the dividing line of Pittsgrove and Upper Pittsgrove Townships and incorporated as a borough via public referendum January 24, 1893.
In January 1892, petition was made before Judge Alfred J. Reed of the Inferior Court of Common Pleas for the Elmer section inhabitants of Pittsgrove and Upper Pittsgrove to hold an election for and against the forming of a Borough within said townships.
The original standpipe was replaced with a new water tower in 1990, paid for largely through a special state legislative grant arranged by Assemblymen Jack Collins and Gary Stuhltrager.

Lucius Quintius Cincinnatus Elmer was born on February 3, 1793 in Bridgeton in Cumberland County New Jersey.
He died on March 11, 1873 in Bridgeton, New Jersey and is interred in the Bridgeton Cemetery.
The community was split by the boundaries of the two townships and the result was that part of the residents had to go five miles to vote at Centerton, the township seat for Pittsgrove Township, while others had to go three miles to Pole Tavern, the township seat for Upper Pittsgrove Township.

Trenton - The New Jersey State Police Victim Services Unit is seeking volunteers to assist specially trained troopers provide counseling and other support services to victims of domestic violence and abuse at seven rural State Police stations in Atlantic, Cape May, Cumberland, Hunterdon, Salem, Sussex and Warren counties.
The victim outreach effort is part of the State Police-sponsored domestic violence "Crisis Response Team" program established earlier this year through $66,500 in federal grant monies from the Division of Criminal Justice's Office of Victim Witness Advocacy as part of available funding through the federal Violence Against Women Act.
Through the cadre of trained volunteers staffing the crisis response teams, a victim of domestic violence will be better informed about all available options and, as a result, be better equipped to take advantage of the local, county and state domestic violence-related programs and services.

New Jersey Division of Fish and Wildlife biologists and members of the Bucketmouth Brigade Bassin' Team (BBBT) recently added an additional 83 artificial fish habitat structures and 35 evergreen tree structures in Parvin Lake at Parvin State Park, Upper Pittsgrove Township, Salem County.
The new structures were deployed to replace the 90 evergreen tree habitats that were placed in the lake in 1994.
Maximum benefits associated with artificial fish habitats constructed from evergreen trees weighted with cinder blocks are only three to four years.
