I have this setup with a min bound range of 8:00 AM, but i allow the users to enter in any time they wish.
What i am seeing is when a user enters in a value < than the lower bound, or > the upper bound, they save and everything works fine, but when they come back to the page, the value they set has changed to show the lower bound time instead of what previously entered.
My preference would be that the Upper / Lower bound properties only control what values appear in the drop down, they shouldn't have any influence over values in the textbox itself.
