The first Urban Debate Leagues were established simultaneously in Atlanta, GA and in Philadelphia, PA under the auspices of a three year $5,000.00 urban debate league challenge grant (for three consecutive years) sponsored by Phillips Petroleum and by the National Forensic League in the late 1980s and early 90s.
The Atlanta Urban Debate Grant was to the (Alban)Barkley Forum of Emory University, which founded the Atlanta Urban Debate League in 1985, in partnership with Atlanta Public Schools.
The urban debate program was part of a broader thrust at the high schools, including a mock trial program, an oratory program, a laywer in the classroom program, and other similar programs aimed at urban speech and debate outreach in Philadelphia.

The middle school league began in the mid-1990s in an effort to involve the middle school students from Atlanta Public Schools in debate.  Soon, private schools began to compete, including Westminster, Pace and Stratford Academy.
Debaters use the NFL High School Resolution, and this year they are limited to the evidence and cases in the Georgia Forensic Coaches Association novice packet — Affirmative teams run cases dealing with Sudan, India/Pakistan or Rapid Reaction Force.

 The Julia Burke Foundation - Debate Information
The Debate program assistance is given to the Julia Burke Endowment for Debate at the College Preparatory School in Oakland, California, and to the Bay Area Urban Debate League for scholarships to summer institutes and program support.
A national high school annual debate award has been established, and was presented for the first time at the national Tournament of Champions, held at the University of Kentucky on May 6-8 of 2000.
The purpose of this award is to recognize a high school policy debater who achieves competitive excellence in high school policy debate on the national circuit, and who demonstrates goodness of heart despite the pressures of competition at the highest level.
