  Mini-manual of the Urban Guerrilla
The urban guerrilla is not afraid of dismantling and destroying the present Brazilian economic, political, and social system, for his aim is to help the rural guerrillas and to collaborate in the creation of a totally new and revolutionary social and political structure with the armed people in power.
The paradox is that the urban guerrilla, although weaker, is nevertheless the attacker.
The urban guerrilla is engaged in revolutionary action in favor of the people and with it seeks the participation of the masses in the struggle against the military dictatorship and for the liberation of the country from the yoke of the United States.

Baader-Meinhof: Minimanual of the Urban Guerrilla
The primary task of the urban guerrilla is to distract, to wear down, to demoralize the military regime and its repressive forces, and also to attack and destroy the wealth and property of the foreign managers and the Brazilian upper class.
The urban guerrilla is not afraid to dismantle and destroy the present Brazilian economic, political and social system, for his aim is to aid the rural guerrillas and to help in the creation of a totally new and revolutionary social and political structure, with the armed population in power.
The knowledge that the urban guerrilla possesses of the terrain, and the devices he uses or is capable of using, such as scouts specially prepared and recruited for this mission, are the basic elements in solving the eternal logistics problems faced by the guerrillas.

 Urban Dictionary: guerrilla
Their base of operation is an area such as a forest, mountainous terrain or tunnels underground, although there is also a term "urban guerrilla" referring to someone who tries to use guerrilla tactics in a city environment.
Guerrillas establish bases in what are called foca (singular foco) or base areas, with the theory being that these areas will gradually expand until the guerrillas control the entire countryside and the enemy is isolated in the cities.
But today, guerrilla tactics are more often used to harass and impose costs on powerful armies so that they are unable to control a territory and are eventually forced to leave.

The fourth sin of the urban guerrilla is to exaggerate his strength and to undertake actions for which he, as yet, lacks sufficient forces and the required infrastructure.
Another tactic the enemy will use is that of labelling the guerrilla fighter as a 'criminal' or a 'terrorist.' The guerrilla, however, differs from the common criminal as a benefits personally from his or her actions, and attacks indiscrimminately without distinguishing between the exploiters and the exploited.
In essence guerrillas must be educated both militarily and politically, as not only the burden of helping to achieve revolutionary freedom, but the burden of showing the people the importance and necessity of the movement, and increasing sympathy and support for the movement, lies in their hands.

Guerrilla warfare is strategically defensive because it spawns under a repressive government in defense of the interests of workers/peasants, or forms in the interests of national liberation against an occupying enemy force.
Guerrilla tactics are sometimes attributed to various "barbarian hordes", while of course conventional tactics can also be attributed to "barbarian hordes" – tactics, however, represent the form of an army, not the content.
Guerrilla fighters in Welsh shook the foundation of King Edward I's army, but were unsuccessful without conventional forces; while in the North the guerrilla tactics of William Wallace, and the long and brilliant combination of guerrilla and conventional warfare by Robert Bruce decimated the English army and gained Scotland independence.

The urban guerrilla can operate more boldly than his rural counterpart as reflected by his tactics: the sniper complements the more conventional ambush and often replaces it; explosive devices may be used either as instruments against the community or more selectively against individuals or groups.
The urban guerrilla works alone or in small cells, and his tactics are different from those of his rural counterpart.

Baader-Meinhof: The Concept of the Urban Guerrilla
The "urban guerrilla" is based on a recognition of the facts instead of an apologia of the facts.
The "urban guerrilla" signifies armed struggle, necessary to the extent that it is the police which make indiscriminate use of firearms, exonerating class justice from guilt and burying our comrades alive unless we prevent them.
The urban guerrilla's aim is to attack the state's apparatus of control at certain points and put them out of action, to destroy the myth of the system's omnipresence and invulnerability.

Tupamaros - Wikipedia, the free encyclopedia
Tupamaros, also known as the National Liberation Army, was an urban guerrilla organization in Uruguay in the 1960s and 1970s.
In response, the Uruguayan military unleashed a bloody campaign of mass arrests and selected disappearances, dispersing those guerrillas who were not killed or arrested.
Despite the diminished threat, the civilian government of Juan María Bordaberry ceded government authority to the military in 1973 in a bloodless coup that led to further repression against the population and the suppression of all left-wing parties.

Of all the existing urban guerrilla movements, however, few have achieved the notoriety or significance of Uruguay’s Tupamaros.
The subtitle of the book, “The Structure and Strategy of the Urban Guerrilla Movement,” would lead one to believe it is an in-depth and reasonably analytical study of the urban guerrilla movement in general and the Tupamaros of Uruguay in particular.
Like most urban guerrilla movements, the Tupamaros have been somewhat reticent about the precise aims and objectives of their campaign of urban terrorism, and no real ideology or theoretical basis for the movement has emerged.
