Urbanized area (or urban area) is a term used to define an area where there is an increased density of human-created structures in comparison to the areas surrounding it.
Measuring the extent of an urbanized area helps in analyzing population density and urban sprawl, and in determining urban and rural populations.
Unlike an urbanized area, a metropolitan area includes not only the urbanized area, but also satellite cities plus intervening rural land that is socio-economically connected to the urban core city, typically by employment (commuting).

Apportionments to urbanized areas under the Urbanized Area Formula Program are made on the basis of a statutory formula, which is summarized in Appendix B. An urbanized area is an area designated by the Bureau of the Census that has a population of at least 50,000.
In general, FTA formula funds are apportioned on the basis of population and population density for urbanized areas with populations from 50,000 to 200,000; and population, population density, fixed-guideway route miles, bus and fixed-guideway vehicle revenue miles, and bus and fixed-guideway vehicle passenger miles traveled for urbanized areas with populations of 200,000 and over.
The Governor may determine the allocation of funds among the urbanized areas under 200,000 in population, with one exception: funds attributed to an urbanized area under 200,000 in population that is located within the planning boundaries of a Transportation Management Area (TMA) must be obligated within the small urbanized area.

Note that “urbanized area” does not mean “metropolitan area.” Urbanized areas are determined by the Census Bureau every ten years, based on the populations, densities, presence of core cities or built-up areas, et al., all on a census tract basis.
For urbanized areas with population of 200,000 and greater, formula transit grants are based on a combination of bus revenue vehicle miles, bus passenger miles, operating expenses, fixed guideway revenue miles, and fixed guideway route miles, as well as population and population density.
Among these areas, the largest urbanized areas (i.e., those with populations greater than 1,000,000) draw on a much larger base for their formula funding allocations than do urbanized areas in that middle range of between 200,000 and 1,000,000 population.

The London urbanized area is estimated to have a 1998 population of 12,263,900, living in 2,932 square miles, for a population density of 4,183 per square mile (1,614 per square kilometer).
The Demographia estimate uses the 1990 US Census Bureau urbanized area methodology, which classifies any municipal jurisdiction as a part of an urbanized area if it is contiguous and has a population density of 1,000 per square mile.
The effect of this methodology is to consider the Green Belt as a part of the urbanized area, since all parts of it are within jurisdictions (local authority areas or London boroughs) with a population density of more than 1,000 per square mile.

By the end of 1995, the Census Bureau had confirmed that the area population exceeded 50,000 and in March of 1996 they officially announced that Flagstaff's urbanized population of 53,355 qualified it as an urbanized area.

When the change in the size of an urbanized area is compared with the change in its population, the resulting statistics provide a measure of the rate of land consumption per capita on a sub-regional or regional basis.
