 Andorra
Charlemagne's grandson, Charles II, granted Andorra to the counts of Urgel, from whom it passed to the bishops of Urgel.
Andorra's seven-century-old dual allegiance to two princes, one in Spain and one in France, originated in the late 13th century in a proprietary quarrel between the (Spanish) bishops of Urgel and the (French) heirs to the countship of Urgel.
Andorra was subsequently governed jointly by representatives of the Spanish bishop of Urgel and of the French head of state, each of whom received an annual payment of a token tribute.

The only roads are bridle-paths, and one municipal road by the Balira valley, connecting Andorra with the high road to Seo de Urgel and Manresa; but in 1904 France and Spain agreed to build a railway from Ax to Ripoll, which would greatly facilitate traffic.
Spain and the bishop of Urgel are very jealous of French encroachments, and claim to have a better right ultimately to annex the little state.
Before 1278 it was under the suzerainty of the neighboring counts of Castelbo, to whom it had been ceded in 1170 by the counts of Urgel.

Urgel saw even then that his son’s interest wasn’t just in his particular job— working with the metals needed for organ building— but in fact encompassed the entire process of organ building.
Like his own father, Urgel, Georges Santoire was proud to let it be known that his son Luc was also very interested in the organ building profession.
When Luc was very young, he loved nothing more than to spend his summers on the job with his father, when he would share with Luc some of the “tricks of the trade” which he had learned during his years of experience with organs.

James, the Count of Urgel, was a handsome and attractive young man, whose personal charm and liberality in gifts and promises had secured him a large body of supporters.
Two opposed policies were thus represented: the party of the Count of Urgel stood for separatism, while the supporters of Ferdinand looked for a movement towards peninsular union with the help and friendship of Castile.
The Archbishop was attacked and killed on a journey by the adherents of Antonio de Luna, but their attempt to seize Zaragoza was frustrated in time, and the general horror aroused by this treachery contributed to strengthen the cause of Ferdinand.

 Andorra History
In any case, the Counts of Urgel were the overloards of Andorra, but they were apparently kept rather busy in their role as protectors of the Spanish March against the Moors; the first Count of Urgel, Ermengol I, fell in battle with the Moors in 1010.
Destroyed by the Moorish invasion, the Cathedral of Urgel was rebuilt by Bishop Posidinius in 819, and endowed with certain lands by Sunifred of Urgel on behalf of the Holy Roman Emperor, including the six Parishes which made up the whole of Andorra.
Bishop Pedro of Urgel was off fighting the Moors with his army, and so Foix rampaged through the Bishop's lands unimpeded, doing all those pleasant things that invading armies do - " the slaughter of men, both soldiers, ecclesiastics, and villeins, and the destruction of castles and houses...

The area was created a county in 1040, but disputes between the counts and the Prince-Bishops plagued it for over two centuries, until resolved by the King of Aragon in favor of the former.
Note that the county, albeit possessed of Don Jaime of Urgel, could readily be claimed by His Grace Don Pedro IV Berenguer (197), the King of Aragon and Catalonia.

The civil war here mentioned was the Carlist War in Northern Spain of 1831-39, and that the postal service was established during this period is confirmed by another writer, Don Francisco Carreras y Candi (2) quoting a history book of 1874 (3) which gives the year of its establishment as 1837.
From these two early references it is evident that Spain merely undertook the conveyance of the mail from Urgel to Sant Julia de Loria, while the distribution inside Andorra and the direct service between Andorra and France were matters for the Andorrans themselves.
Seemingly his duties were mainly of an administrative nature, the actual postal work in the capital being delegated to the already mentioned Tomàs Rossell y Moles, who remained in charge until his death in 1897 when he was succeeded by his son, Tomàs Rossell y Duran.
