In the Street Fighter III series there are judges who decide who wins, if there is a Double KO or a time out and both fighters have the same amount of energy.
In Street Fighter III 2nd Impact and 3rd Strike Effie (Necro's girlfriend) is a judge, too.

Urien is a character in the Street Fighter III fighting game series.
Urien (like Gill, his brother) is dressed like an ancient Greek olympic athlete, wearing only a thong, although he is shown lighter-skinned and wearing business attire during the character introduction that precedes every match in Street Fighter III; he sheds the clothing and darkens his skin before beginning his fight.
Urien has virtually the same movelist as Gill, except that the input motions for performing the techniques are different.

The backgrounds are also a big improvement on other Street Fighter games, there is a lot of stuff going on in the backgrounds like flocks of birds flying and people moving with lots of animation.
Other stuff fighters can do includes throws, these are done by moving up to a opponent and pressing a strong or fierce punch or kick with a direction.

That's unfortunate, though, as Street Fighter III: Double Impact is one of the best fighters around, and a refreshing alternative to the sheer madness of Marvel vs Capcom 2.
Street Fighter III in the arcades made use of Capcom's rarely seen CPS-III arcade board, which allowed for an incredible level of animation, with character clothing flowing all over the place - it blows away any other 2D animation out there, by far.
Street Fighter III features a limited training mode, a versus CPU mode (you need to fiddle around with the options screen to get this to work), and a blocking mini game mode.

This is so because all of his moves, with the exception of the Thunder Knuckle, require Urien to wait at least 2 seconds before firing off a move.
Urien is considered to be a part of the second highest tier in the Street Fighter III series, thanks in part to his Aegis Reflector super art, which allows him to set up a variety of unblockable juggles.

One of the reasons for changing up the characters is that the different fighters have different styles of play, thus the idea of evolution that's in the title.

However, saying they are the only classic fighters is slightly misleading, given that Second Impact's Hugo appeared in Capcom's legendary Beat 'em Up Final Fight under the name Andore.
The reason I said pseudo 11 playable fighters for New Generation is that Yun and Yang share one slot on the select screen, and can only be chosen between depending on if you use a punch or kick button to select the fighter.
As I mentioned, the stages for most fighter's changed for Second Impact, and new stages, including an awesome Munich Beer festival for Hugo were added.
