URNs as described in RFC 1737 are defined globally; they are ubiquitous in that a URN anywhere in any context identifies the same resource.
Thus, although a URN anywhere refers to the same resource, in some environments under some conditions, and at different times, due to either the vagaries of network conditions or policy controls a URN may sometimes be resolvable and other times or places not.
URN resolver servers can be designed to require proof of identity in order to be issued resolution information; if the client does not have permission to access the URN requested, the service denies that such a URN exists.

The urn exists in the real world, which is mutable or subject to time and change, yet it and the life it presents are unchanging; hence, the bride is "unravish'd" and as a "foster" child, the urn is touched by "slow time," not the time of the real world.

The resource identified by a URN may reside in one or more locations at any given time, may move, or may not be available at all.
That is, the URN will be globally unique forever, and may well be used as a reference to a resource well beyond the lifetime of the resource it identifies or of any naming authority involved in the assignment of its name.

DP96: Defining a Uniform Resource Name Field
Although some participants felt that a URN belongs in an 0XX field that is repeatable, Lynch stated that there may not be a clear answer because of the multiplicity of naming assigners and the complexity of relationships between URNs and bibliographic records.
URNs improve upon URLs because they are intended to provide a globally unique, location independent identifier that can be used for identification of the resource, and to thus facilitiate access to both metadata ("data about data") about it and to the resource itself.

Project MATCH - Urn Randomization Program Information
Urn randomization was created to handle such complex research designs and "is systematically biased in favor of balance." This type of randomization is only appropriate for large samples.
The groundwork for the urn randomization was laid by Efron (1971) in the "biased-coin" design, while Wei (1978) presented the statistical theory behind urn randomization.
A major disadvantage to urn randomization in the past has been the cost of implementing such a randomization procedure.

Then, in urn fashion, Keats becomes as willfully ambiguous as the urn, ultimately haunting readers at the end of the poem by questioning the nature of Truth as represented by this urn and by his poem.
Keats's decision, therefore, to imbue, his enigmatic urn with a quasi-animate presence and to make it speak forth directly to the viewer had its origins in a convention that was clearly and abundantly evident to anyone interested at that time in the relics of Greek antiquity (Levine 40).
Therefore, the urn itself and the sculptor himself, both, by nature of the urn's existence, as well as its inscription, "speak"to modern viewers, allowing them a voice in a "dialogue."The sculptor, more importantly, is allowed a "quasi-animate"existence beyond his own years; he can communicate with future generations without even breathing.
