The whole of Etorofu shall belong to Japan; and the Kurile Islands, lying to the north of and including Uruppu, shall belong to Russia." Note that Kunashiri, Shikotan and Habomais Islands are not explicitly mentioned in the treaty.

Because the new Meiji government could not sufficiently cope with Russians moving south in Sakhalin, the Treaty for the Exchange of Sakhalin for the Kuril Islands was concluded in 1875 and 18 islands north of Uruppu which had belonged to Russia were transferred to Japan.
The town and village system was not adopted on islands north of Uruppu, which were under direct control of the Nemuro subprefectural office of the Hokkaido government.

The first treaty between Japan and Russia regarding the islands was signed on February 7, 1855, with the two countries agreeing that the boundary between Japan and Russia lay between Etorofu and Uruppu, then the southern most island claimed by Russia, and that the Kurile Islands north of Uruppu belonged to Russia.
This treaty lists 18 islands of the Kuriles, from Shimushu to Uruppu, that were to be handed over by Russia to Japan.
Japan claims this clearly shows that the Northern Territories have never been part of a foreign country, and that these islands were distinguished from the Kurile Islands which had been ceded by Russia.

This year marks the 150th anniversary of the Shimoda Treaty, in which the two countries drew their common border between Etorofu Island and Uruppu Island in the Russian Kurils.
The four islands, seized from Japan by the Soviet Union near the end of World War II, have been a diplomatic thorn between Tokyo and Moscow for nearly 60 years.

Ainu territories, formerly an avenue of trade with Russian and China, now were divided by the needs of the modern nation-state (the Ryukyus were also staked out to the south).
In 1854, in the border treaty of Shimoda with Russia, it was agreed that the Russian/Japanese boundary should be between the islands of Etorofu and Uruppu, and Sakhalin was made into an ethnically mixed territory.
In 1875 a new border treaty conceded Sakhalin as Russian territory and the Kuriles as Japanese.
