Buryatia's parliament issues a declaration of sovereignty which asserts the precedence of the republic's laws over all others (including those of the Russian Federation and the USSR), claims control over natural resources, and guarantees the rights of all ethnic groups in the region.
Buryatia was listed among the regions with the most severe delays in government wage and pension payments, with waits between three and seven months.
Buryatia passed a law which does not allow foreign citizens to buy and sell farm land, but it does permit foreign citizens to lease land for 10 years, and if the land was put to good use, to extend the lease.
