In addition to the PlugTest, VESA held a comprehensive workshop covering a full range of topics on the DisplayPort interface standard, with presentations ranging from an update on Version 1.1 of the specification to interoperability guidelines for enabling interoperability between DisplayPort devices and DVI1.1/HDMI devices through the use of adaptors, to compliance test procedures.
“VESA developed the guideline in response to the industry interest in establishing a means for achieving interoperability between DisplayPort 1.1 devices and DVI 1.0 or HDMI compatible devices,” said Bill Lempesis, executive director, VESA.

  SuperVGA/VESA programmer's notes.
It has nothing to do with VESA Local Bus (VLB), which is another standard from the same group about a completely different hardware problem.
A VESA VBE driver should have been included on the disk of drivers and utilities you got with your video card.
Once you've set a bank, the VESA standard allows you to write directly to video memory (well, a 64k subset of it), indeed almost encourages it.

About VESA Standard - VESA Mount for LCD Monitors, LCD Displays and Plasma Screens
The VESA MIS-E, 100/200 standard interfaces has a six hole mounting methodology that applies to monitors weighing up to or less than 50 lbs and with a viewing screen measuring approximately 23" to 30.9" diagonally.
VESA - defined standards provide manufacturers with specified guidelines for either center mounting, edge mounting, or center and edge mounting.
For monitors that were not VESA compliant, alternate interface brackets are often available for purchase separately, though this caused added inconvenience and expense to consumers.

For this reason, the VESA BIOS Extension does not provide any graphics output functions, such as BitBlt, line or circle drawing, etc. An important constraint of the functionality that can be placed into the VESA BIOS Extension, is that ROM-space is severely limited in certain existing BIOS implementations.
The VESA CPU video memory windows functions have been designed to put the performance insensitive, nonstandard hardware functions into the BIOS while putting the performance sensitive, standard hardware functions into the application.
In particular, the VESA BIOS is responsible for mapping video memory into the CPU address space while the application is responsible for performing the actual memory read and write operations.

VESA Local Bus - Wikipedia, the free encyclopedia
VESA Local Bus worked alongside the ISA bus; it acted as a high-speed conduit for memory-mapped I/O and DMA, while the ISA bus handled interrupts and port-mapped I/O.
The VESA Local Bus was designed as a stopgap solution to the problem of the ISA bus's limited bandwidth.
This was because, as a direct branch of the 80486 memory bus, the VESA Local Bus did not have the electrical ability to drive more than 1 or 2 (or 3 at the most) cards at a time.
