  RFC 1456
VIQR (pronounced "vicker") is a mnemonic encoding of Vietnamese characters into US ASCII for use on 7-bit systems.
VIQR, VIetnamese Quoted-Readable specification, is not an encoding convention but is rather a convention for typing, reading, and transferring Vietnamese data using only the 7-bit ASCII character set.
With VIQR, accented Vietnamese letters are represented by the vowel followed by ASCII characters whose appearances resemble those of the corresponding Vietnamese diacritical marks.

 How to type Vietnamese letters?
This VIQR standard is intended to be as simplest as possible so that everyone can remember it easily.
Because VIQR marks are graphically suggestive of the Vietnamese accent marks, it is easy for human to read text in VIQR format when the text cannot be sent and displayed in true Vietnamese such as email, news on the Internet.
In fact, although simple, the VIQR standard method is inconvenient in that it requires many keystrokes and finger movements to type certain accent marks.

This work uses VIQR encoding as specified by the Vietnamese Standardization Working Group in their May 1993 specification on encoding the Vietnamese Language.
The only change is that in the standard form of VIQR, greater-than and less-than signs are used group vowels and their diacritics, whereas the special significance of those signs in HTML makes it much easier, and still legible, to do without them.
This page is prepared using a "frames" format, which not every web browser is able to handle at the moment.

Whereas, VIQR uses special characters in place of real accents which are difficult to read.
For those of you who are unfamiliar with VIQR, it is a frustrated experience trying to read these special characters between the alphabets in an E-mail or message.
Because of the partial compatibility, original VIQR characters may continue to be used in WebNote, which allows you to select either VIQR or VNI-Internet Mail font for your E-mail and text.

As a result, VIQR was born as an alternative choice of presenting Vietnamese characters on the Internet and the World Wide Web.
Originally, VIQR stands for Vietnamese Quoted Readable, and it is also called as VietNet convention.
The advantage of using VIQR is users can use it without downloading any special fonts in order to write and read it.

Because of the way vi utilizes various key strokes, it may be better to turn off vnterm's VIQR processing and allow vnelvis to handle the VIQR input itself.
To use it you need to have an 8-bit Vietnamese text file, which may be created with an editor like Vnelvis, or converted from Viet-Std 7-bit (quoted-readable) format using Vn7to8.

The VIQR is a very easy way to write vietnamese, however it is very hard to get used to read this way.
This is the reason why we do not want to use VIQR for our TND page, but we do offer you the possibility to read vietnamese texts by using VISCII fonts.
