On the basis of European experience, this chapter analyses the three main dimensions to railway restructuring decisions, namely: (a) the vertical organizational structure in terms of the degree of separation between railway infrastructure and railway services; (b) the nature and extent of competition to be created; and (c) the extent of private sector participation.
