A second council, which is said to have taken place a century after the Buddha's death, took place at Vaisali.
The purpose of this council was to consider allegations that certain monks at Vaisali permitted ten practices that contravened the rules of conduct of the Vinaya.
The Vaisali Council condemned these practices, after which the Council was closed.

Then the monks at Vaisali committed the so-called Ten Indulgences, infringing the rules of the Order, and maintained that Shakya Muni had not condemned them in his preachings.
As there were, however, no written sutras to disprove their assertion, the elders, such as Yaca, Revata, and others, who opposed the Indulgences, had to convoke the second council of 700 monks, in which they succeeded in getting the Indulgences condemned, and rehearsed the Buddha's instruction for the second time.
The decisions of the 700 elders were not accepted by the party of opposition, who held a separate council, and settled their own rules and doctrine.

Once when Buddha returned to his homeland to preach, King Suklodana was afraid that Buddha would influence Ananda so after meeting Buddha, he brought Ananda to Vaisali so that there would be less opportunity of Ananda meeting Buddha.
To avoid the frequent begging from his foster mother, the Buddha went to preach in Namantini monastery which was not far from Vaisali.
Ananda felt it was unfair of him to enter Nirvana in either country as one of them would not be able to have his remaining relics so he decided to enter Nirvana in the boundary of both countries which was the middle of river Ganges.

Police have arrested four persons in connection with an incident in which a woman and her five minor children were torched to death in their mud hut in Rampur Shyamchand village under Raghopur in the Vaisali district of Bihar.
