At that time in Vaishali, many shameless bhikkhus of the Vajji clan were practising the Ten Points, which were not in conformity with the Vinaya or monastic rules.
Although the decision was accepted unanimously by the Council, the Vajjian monks did not accept the verdict.
This resulted in a schism in the Sangha and the secession of the Mahasanghika (Vajji monks), who held a great assembly of their own called the Mahasangiti, from which the sect derived its name, and decided matters according to their own light.

The Vajjians or Virijis included eight or nine confederated clans of whom the Lichchhavis, the Vedehans, the Jnatrikas and the Vajjis were the most important.
Mithila (modern Janakpur in district of Tirhut) was the capital of Vedeha which became the important center of political and cultural activities of northern India.
The Vaisali, the headquarters of the powerful Vajji republic and the capital of Lichchavis was defeated by king Ajatasatru of Magadha.

About a century later, in the fourth century B.C during the time of King Kalasoka of Pataliputta, a group of monks known under the generic name of Vajji bukkhus, residing at the Mahavana monastery in Vesali raised ten new points of indulgence which perturbed the orthodox authorities.
Under the guidance of Yasa, Revata and Sabbakami three leading theras of the day, a great council was held at Vasali and the ten joints raised by the Vajji bhikkus were condemned as false and heretic.

Vesali or Vaishali is located around the village of Basrah in the Muzaffapur district of Bihar, 55 km north of Patna across the Ganges River.
Vesali or Vaishali, capital of the Licchavis or Vajjis, was the head­quarters of the powerful Vajjian confederacy of eight clans, of whom the Licchavis and Videhans were the most important.
It was the first republic in the world modelled on the Aparihaniya Dhamma, or the seven conditions leading to welfare, which the Buddha taught to the Vajjians when he was dwelling at the Saranda shrine in Vaishali.

A century after the parinibbaana of the Buddha when Kaalaasoka was the reigning king, there were at Vai`saali many Bhikkhus of the Vajji clan who used to preach the ten points of Buddhism.
But the Theras of Paavaa and Avantii with their leader, the great Thera Revata, declared that these ten points were unlawful, and wanted to bring the dispute to a peaceful end.

Buddha knew that both States did have strong armies and that they are needed for the protection of their people.
Buddha did not advice minister Vassakara that the concept on 'Army' is against Buddhism and that he should advice the king not to declare war against Vajjis but to desolve the army.
Further, by having a conversation with Venerable Ananda Buddha indicated to minister Vassakara that even though king Ajasasattu has a mighty strong army, and have conquered several states he will not be able to defeat Licchavis so long as they adhere to the said noble policies.
