Valaquenta is the second part of The Silmarillion by J.
The Eldar name Valaquenta translates as the "Tale of the Valar" ("Valar" means "Powers", however usually this name is left untranslated).
Some of the Maiar bore the form of animals (Huan[?], the hound of the Valar, and the Eagles of Manwë).

See, for example, one of the Istari notes in UT where it is said that "To the overthrow of Morgoth he [Manwe] sent his herald Eonwe." So Fionwe's role, at least in the broadest terms, was retained as Eonwe's.
If this is a within-Arda Valaquenta, then there is no way Lost Tales material can be incorporated, since it is certain that they were not part of Tolkien's later thoughts on the actual words used in that document.
Here we must retain the structure of the new Valaquenta, and any details we adopt must be made to fit into it.

In addition (in case of continuing quietness), I'd like to bring up a subject which (I think) has been underdiscussed so far: Olorin the Maia, who would eventually be incarnated as Gandalf.
I love the idea of him walking among the first Elves as an invisible source of wisdom and encouragement, or in the form of an Elf himself.
This idea synchronises beautifully with this passage in The Silm, in the way he wakens the hearts of the Eldar amongst whom he walks unseen.

 What is Tom Bombadil: A Maia?
This may be an abuse of language: Tolkien defines "Maiar" in the "Valaquenta" when writing of "servants and helpers" of the Valar, but some Ainur could have entered Ea entirely unaffiliated with the Valar and their labors (Bombadil displays no clear affiliation).
The "Valaquenta" makes this clear: "Their number is not known to the Elves, and few have names in any of the tongues of the Children of Iluvatar".
Thus, while Bombadil is not named in The Silmarillion and is not similar to any of the Maiar described there, that in no way proves he was not one of them.
