Tolkien's fictional universe of Middle-earth, Valarin is the tongue of the Ainur.
Valarin was extremely alien to the ears of the Elves, sometimes to the point of genuine displeasure, and very few of them ever learned the language, only adopting some of the Valarin words into their own Quenya.
Valarin is unrelated to all the other Languages of Middle-earth as it arose outside of Arda, and except for a few words (mainly proper names) nothing is known of the language.

The Lhammas represents an old linguistic view of the languages of Middle-earth which was later dropped, in which all languages belonged to either the Valarin, Oromëan, Aulëan or Melkian phylums.
The Valarin phylum is the origin of all other phylums, and led to Valarin (the language of the Valar.)
Oromëan is named after the Vala Oromë, and is used for all languages of the Elves, because Oromë taught the Elves language.

 Valarin: Builder's Information
While most of the reading is appropriate and useful for builders, note that since Valarin uses OLC, the information on the exact layout of the world, object, etc. files is not needed.
Also this document doesn't reflect some of the changes that Valarin has made to the base circleMUD code, but the differences are readily apparant and everything is documented in the OLC Tutorial.
Note that this document was written for MERC type MUDs (Valarin is a CircleMUD) but many of the items presented still apply.

Being a Maia, Sauron would know Valarin; it could indeed be his "mothertongue", to use the only term available.
Morgoth, technically being a Vala, must have known Valarin (or at least picked it up during the ages he was captive in Valinor).
I have also read that Valarin sounded harsh to the ears of the Elves, just because it contained a lot of "zh" sounds and others similar to that.

Maybe sindarin is better than valarin, after all...
