VTA staff is working with the City of San Jose and the landowner representative to develop a Master Plan for the station area that maximizes the Transit Oriented Development potential of the site and meets the intent of the VTA Community Design and Transportation Guidelines.

In the year leading up to the June vote, VTA's board and San Jose's mayor tried to convince the public that their new tax initiative was a slam dunk, and that there would be money enough to pay for the BART extension, but only if voters approved a new tax.
As if being bullheaded were not enough, VTA seems to be fixing the numbers in their economic projections to sell the BART tax to the public, rather than deal honestly with neighboring communities and their politicians.
VTA's credibility is suffering because of their botched 2000 Measure A promises and implications to the press they have made since that if they don't get a new tax, that none of the Measure A promises will be kept.

In another bit of bad news for the VTA, it recently withdrew BART from consideration for $750 million in federal funding because the project was doomed to a poor rating from the Federal Transit Administration.
Last week, the chief of staff to U.S. Secretary of Transportation Norman Mineta, the former San Jose congressman after whom is named the Mineta San Jose International Airport, praised the BART project and suggested the VTA would win federal funding with a less aggressive construction schedule.

Brandi Hall, a Valley Transportation Authority spokeswoman, said the BART extension was still moving ahead with preliminary engineering work and environmental studies.
Federal officials assigned the low ranking because of the Valley Transportation Authority's financial struggles, the lack of funding available to operate the BART extension if it's built, and because its proponents haven't provided credible estimates of how many passengers would ride the extension and how much travel time it would save them.

Secretary of Transportation Norman Mineta, who was San Jose's representative in Congress when the first light-rail lines were funded, is a big fan of light rail and promotes it in many other cities.
Yet the Valley Transportation Authority wants to devote 80 percent of the region's capital transportation funding to mass transit, most of which will go to build new light-rail lines and an extension of BART heavy rail to San Jose.

This ballot measure, if approved by a majority of the voters, would make legally binding on the VTA Board the use of the designated STIP and Federal Discretionary Funds for roadway, bicycle and pedestrian projects until 2036 when the transit tax would expire.
The VTA Board would not be able to sue the STIP and Federal Discretionary Funds for transit projects until 2036 unless the voters subsequently by ballot initiative repealed or amended this ballot measure.
This prohibition would not, however, apply to new sources of State or Federal Transportation funding not identified in the Valley Transportation Plan 2020.

The Urban Transportation Development Corporation was a corporation created in the 1970s by the Government of Ontario, Canada, to develop transit vehicles for the province's public transit authorities; largely this work would be for the province's largest authority, the Toronto Transit Commission (TTC) for whom the H4/H5 subway cars and ALRV streetcars were manufactured for.
