On March 8, 1949, after the signing of the Elysee accord Vietnam was recognized as a independent country and its Army was built to fight side by side with the Armed Forces of France against the communist and nationalist Viet Minh forces lead by Ho Chi Minh.
ARVN and President Diem began to be criticized by the foreign press when the troops were used to crush anti-government religious groups like the Cao Dai and Hoa Hao as well as to raid Buddhist temples, which Diem claimed were harboring Communist guerrillas.
In the confusion that followed, General Duong Van Minh took control, but was only the first in a succession of ARVN generals to assume the presidency of South Vietnam.

After experiencing some major soup scrimping on my last dip into pho-land I was hoping for better when I pulled up at Pho Cao Van, 25 Mac Dinh Chi in District 1.
Actually, Cao Van isn't that rough, but I probably wouldn't take my mother there.
If I had to fault the pho at Cao Van, it would be the beef.

Ho Van Binh, a senior revolutionist in A Bung commune, Dakrong district, Quang Tri province, early awoke to the revolutionary ideals and took part in the revolution since he was a boy.
Van Cao was the composer of many songs about the revolution and about President Ho Chi Minh.
Van Cao was also the writer of the song "The Lo River Epic", which praises the beautiful landscape along the Lo River.

Late composer Van Cao was born in Vu Ban (Nam Dinh province) on November 11, 1923 and died on July 10, 1995.
In the middle of 1944, Van Cao joined the operations at the Viet Minh front (the League for the Independence of Vietnam) in Haiphong.
The composer's autograph that remains in Van Cao's selected song book, published in 1993 by the Music Publishing House, says that "In November 1944, I wrote Tien Quan Ca myself on a stone printing slab on the first literature and art page of Doc Lap newspaper that remains the handwriting of a mere apprentice.

As for General Nguyen Van Toan in MR III(the area around Saigon) and Cao Van Vien, the chairman of the Joint General Staff, my husband had no faith in them and he did not trust them.
When President Tran Van Huong resigned and as General Duong Van Minh took control of the government, my husband knew that there would be no peace settlement and that there would not be any last- minute agreement between the North and the South.
The reason he returned home on that day was because there was a rumor that the representatives of the communists would come in and sit down with General Nam to demand his surrender and to ask him to sign over the troops and the region.
