This is the Vanga mentioned in the Mahavamsa story about a prince of Vanga who moved to Sri Lanka and set up a new kingdom there.
300-301, also points out that the Panqi of the Hou Hanshu should not be mistaken with the Panyue of the Weilue, which he equates with the kingdom of Vanga at the mouth of the Ganges river.
There was certainly a Vanga situated in the eastern part of Bengal.

Vijaya was originally from Vanga, part of the Kingdom of Magadha (in the Gangetic valley; in contemporary times the state of Bihar).
Vijaya - Vijya who established himself as the ruler of the kingdom of Ceylon, as Sri Lanka was known - is supposed to have sought his bride from the Pandyan kingdom of Madurab (contemporary Madurai town in the southern Indian state of Tamil Nadu).
Broadly speaking the indigenous group of craftspeople made the less elaborate and necessary utility articles required by the common agricultural people and the craftspeople who came in from big kingdoms and crafts-guilds in south India were involved in making the elaborate and expensive items required by the king and other members of royalty.

Poet Sekkizhar (992-1042)describes the town as "vanga malik kadar karaikal", the 'Karaikal of many vessels on the coast' in his Peria puranam.
This Karaikal area formed an integral part of the Pallava kingdom in the eighth century(BC 731-796).

Southeastern Bengal emerged as a kingdom of considerable size and strength under the deva dynasty in the 8th century AD with their capital at devaparvata (a city in the Mainamati-Lalmai area, the exact location of which is not yet settled).
