According to the narrative of The Silmarillion, the best-behaved Eldar tribe is without doubt the Vanyar: All of the Vanyar made it to Valinor, and they stayed there in obedience to the gods.
The Vanyar alone are not deceived by the devil Melkor, who had ingratiated himself with the strong and intelligent Noldor.
So among the Elves of Valinor, we have the Vanyar at the pinnacle, followed by the Noldor and then the Teleri.

Because the Elven tribes were defined by who followed whom, and not necessarily who fathered whom; and since intermarriage between tribes was not forbidden, it would not be inconceivable for Legolas, although Sindarin, to have light hair.
Unless it specifically says somewhere that all of the Vanyar stuck to the journey from Cuivienen to the end, I would assume that there were an odd few who, for one reason or another, stuck around in Middle-earth.
On the other hand though the Vanyar are all golden haired I don't think he says anywhere that all blond Elves are Vanyar, (if you follow that).

Golden hair is supposed to be a rare thing among the Elves, and yet the Elven-king of northern Mirkwood has golden hair in The Hobbit, some nameless Elf warrior of Lothlorien is golden-haired in The Lord of the Rings, and Glorfindel and Idril Celebrindal both have golden hair.
Idril, at least, is a descendant of Indis, second wife of Finwe, who came of the Vanyar, and Idril's own mother Elenwe was from the Vanyar.
People feel that the Vanyar were above rebellion, but Elenwe's decision to join Turgon in exile is an indication they were not.
