Vecna was born as a human, centuries ago as a member of the untouchable caste in the Flan city of Fleeth on Oerth.
Vecna was rescued and brought to safety by one of his wizard generals, a cambion named Acererak (who would one day himself become a mighty demilich).

The Hand of Vecna appears to be a dried, shriveled and flened hand, such as could have been caused by having been burned.
The hand (and it is also rumored in dark passageways, an eye) is the sole remains of an ancient lich who was so powerful that he was able to imbue his hand with wondrous/horrible powers and to enable it to survive even after his long-undead body had teased to exist.
The eye may or may not have originally belonged to Vecna, as it is said to glitter much in the same manner as the eye of a feline.

It just occurred to me that Vecna is one powerful figure who hasn't entered into the speculation for who ToB's boss might be.

Well, not really, but you should have some guys mummified head laying around called the "Head of Vecna", just so that one of your players could be tempted into trying to chop off his own head to put it on.

Provided she is a General wiz she can cast all spells memorized with the benefit in place.

Alas I was mistaken as the Druid promptly summoned some carnivorous apes and instructed them to use his own scimitar and cut his head off (and of course quickly replacing it with the "Head of Vecna"...) Some time later, Group one decided to find the Druid and to check on the trap.
After much trial and tribulation, they found the resting place of "The Head of Vecna!" The were particularly impressed with the cunning traps surrounding the site (one almost missed his save against the weakest poison known to man).
As the player was lifting "The Head of Vecna" to emplace it on it's new body, another argument broke out and they spent several minutes shouting and yelling.

I'd also consider the Hand of Vecna and the Eye of Vecna to be items for "unusual" parts of the body, BTW.
Now, hand of vecna, eye of vecna, they do not count against the 2 rings limit...
At first, I was going to disagree about "2 eyes" with one being Vecna's, but when I begin to consider that a PC might get the bright idea to fashion goggles of true seeing/minute seeing with one lense for each eye...

It began in an ADandD tournament, in which the Hand Of Vecna and the Eye Of Vecna were rumoured to exist.
By the way, it should also be noted that any Character using Vecna artifacts quickly becomes an 'Agent of Evil' (the title for that great KODT strip which deals with The Hand).
Similarly to the other Vecna artifacts, the Head was purported to only work if the user's head was cut off and the Head placed on the user's body instead.

Once you have that installed, use Shadow Keeper to extract the ITM file for the Robe of the [Good/Neutral/Evil] Archmagi and for the Robe of Vecna.
Open each with IEEP and see if there are any differences and change the Robe of Vecna accordingly.

The main campaign will consists of the two Ravenloft "vecna" modules ('hacked' for Hackmaster, though) and several lower level modules to get the PCs to that point.
I'm not sure on the level required for die vecna die, but I might have to include a homebrew in there.
The ruined fortress is ran by a large group of thieves, possibly a low level guild or something(just to let you know).
