		Vedomosti, literally "The Record", is a Russian language business daily.
		It is a joint venture between Dow Jones, the Financial Times and Independent Media, publishers of The Moscow Times.
		Vedomosti sees its mission in providing readers with timely, detailed and objective coverage.

	Paper Sheds Light on Yukos Sale
		The Vedomosti report cited Nikolai Tabachkov, an auditor at the Audit Chamber, the state budget watchdog, as saying that the Federal Treasury transferred $5.3 billion to its account at Vneshekonombank on Dec. 30 for payment of foreign debt.
		Vedomosti cited the former head of the Finance Ministry's foreign debt department, Andrei Cherepanov, as saying that funds for foreign debt repayment were not normally transferred so far in advance.
		Vedomosti cited experts as saying that the $5.3 billion VEB received from the treasury looked like it had been invested in Rosneft's veksels.

		The Vedomosti investigation into payments by Rosneft for the unit was based on transactions disclosed in a database it obtained, which claims to be a database of transactions conducted through Central Bank payment centers in the fourth quarter of 2004.
		The Central Bank answered an official request from Vedomosti for clarification by saying it was unable to respond because the information required was guarded by secrecy laws.
		Vedomosti cited a banking expert, who spoke only on condition of anonymity, as explaining the transactions likely showed that the treasury transferred $5.3 billion to Vneshekonombank, which then used the money to buy promissory notes from Rosneft daughter companies.

	Russia To Renovate Sheremetyevo Airport
		Vedomosti said the project would be approved at a board meeting on October 22.
		In January, a unit of privately owned Alfa Group beat state-backed Aeroflot in a tender to reconstruct the airport's congested second terminal, but the government later outraged the winner by saying Aeroflot would take part anyway.

		UES, the world's largest power company by capacity, is trying to speed up the reform by selling off units even before its planned restructuring is complete by the end of next year, the paper reported, citing a leaked UES draft plan.
