Before dealing with the distribution of electoral divisions, the Commission wishes to bring to the attention of the Legislative Assembly various issues that were raised, in both written and oral submissions, which are beyond its current terms of reference.
In the large rural electoral divisions, an issue may be the significant travel time imposed on the constituents to attend a constituency office, even if the office is located in the geographic centre of the division.
During the ten-year period, 1991 to 2001, the population increased in 68 of the 83 electoral divisions.

There had been isolated electoral successes in the prairies prior to 1939 at the municipal and provincial levels, especially in Manitoba, and Alberta had sent the first Ukrainian Canadian M.P. (Michael Luchkovich) to Ottawa in 1926.
It was largely due to the efforts of Anthony Hlynka, the MP for Vegreville and the forgotten father of the Third Immigration, that Ukrainian and other East European refugees were finally admitted into Canada.

The move came as a result of plans by the Edmonton Catholic Regional Division, which previously included Vegreville Catholic schools, to realign its boundaries to coincide with those of Edmonton's public school district.
As the first step in the process the Vegreville district, which includes St. Mary's and St. Martin's schools, will be amalgamated with the Sherwood Park Catholic Separate School District, which is a ward of the Elk Island regional division.
Vegreville will be an electoral subdivision of the ward and will be represented by a trustee.
