Vela Incident - Wikipedia, the free encyclopedia
The Vela Incident (sometimes known as the South Atlantic Flash) was an as-yet unidentified flash of light detected by a United States Vela satellite on September 22, 1979.
Vela 6911 was one of a pair launched on 23 May 1969, more than ten years prior to the event, and the satellite was already two years past its design lifespan.
The Vela Incident was probably the inspiration for the season 5 episode of The West Wing "The Warfare of Genghis Khan".

Spero News: The Vela incident: Nuclear test or meteoroid?
Vela 6911, which orbited the earth at an altitude of 67,000 miles, carried a variety of equipment to detect the numerous signatures associated with atmospheric nuclear detonations.
The signal Vela 6911 had apparently detected came from a remote region of the world, for the territory in view of its bhangmeters encompassed 3,000 miles in diameter - the southern tip of Africa, the Indian Ocean, the South Atlantic, and a bit of Antarctica.
Shortly after the Vela incident, Director of Central Intelligence Stansfield Turner asked his Nuclear Intelligence Panel, chaired by Donald Kerr, who had served in the Carter administration as acting director of defense programs at the Energy Department, to examine the data relating to the incident.

 The Vela Incident
Due to the position ambiguity of the initial detection (the Vela optical sensors were not imaging sensors and could did not detect location), the location is variously described as being in the Indian Ocean or South Atlantic.
Vela 6911 is presumably one of the Advanced Vela pair launch launched on 23 May 1969 (perigee 77,081 km, apogee 145,637 km, inclination 61.6 deg), and had thus been operating over ten years at the time of the 1979 detection.
Alvarez's discovery that Vela detections were part of a continuum of detections of variable quality, and that this detection was less clear cut than others, provided a defensible rationale for dismissing it as a real detection.
