Velizh is situated at a distance of 115 km to the North-West of Smolensk in the direction of the Smolensk – Nevel – St.-Petersburg highway.
The official account of the age of Velizh, founded on the Western Dvina, began in 1536.
For the period of its long history Velizh was in the Vitebsk region, the Pskovsk region and belonged to the polish crown.

On July 11, 1919 the Mogilev gubernia was abolished; 9 uyezds went into the Gomel gubernia; the Mstislavl uyezd was given to the Smolensk gubernia; the Senno uyezd - to the Vitebsk gubernia.
The Vitebsk Gubernia was divided into 12 uyezds: Velizh, Vitebsk, Gorodok, Drisa, Dvinsk, Lepel, Lyutsin, Nevel, Polotsk, Rezhitsk, Sebezh, and Surazh (abolished in 1866) uyezds.
The Bialystok Region was part of the territory which went to Prussia as a result of the third partition of Rzecz Pospolita (1795) and was given to Russia in 1807 according to the Peace Treaty of Tilzit.
