Venango County's solicitor insisted yesterday that the county warden does not review applications for free legal service made by inmates in the county jail.
He said Venango officials plan to hire their own consultant to study their public defender program, which he believes is constitutionally adequate.
In a statement, the Venango commissioners said that changes in the public defender's office proposed by the ACLU and criminal lawyers association would cost $400,000 annually and require a 10 percent tax increase.

A defendant who gets arrested in Venango County without enough money to hire a lawyer can sit in jail for three to 10 days without ever talking to legal counsel, according to a national consultant who found the county's treatment of indigent defendants to be abysmal.
In a June 4 letter to Venango County officials they demanded that the county hire more public defenders, an investigator and a social worker, fund a training program for attorneys and make other changes to improve legal services for indigent criminals, which are mandated by law.
"Venango County is one of the worst we have seen," said Marvin Schechter, a New York City lawyer who is co-chairman of the indigent defense committee of the criminal defense lawyers.
