Without a human host the Spectre was both more absolute in his judgment, as well as more easily corrupted, as seen in the Day of Vengeance miniseries, where it was convinced by Eclipso that magic was the source of evil in the DCU, and did everything it could to destroy all of it.
Of course, saying that the Spectre is the vengeance of God personified is a little…dicier than saying it in the 1930’s, when the Spectre was created.
The Spectre seen in the mini-series isn’t quite the raging against the magic machine version from Day of Vengeance, according to the writer.

The fact that the two editors of Arcade, Griffith and Spiegelman, contributed so many of the most wilfully experimental pieces (as well as the best in many instances) leads me to suspect that they saw the experimental angle as one of Arcade's major reasons for existence, and individually they followed their convictions with a vengeance.

While it makes sense that Thor would seek vengeance for his worshippers, Doom's involvement comes off as contrived.
Thor and the Norse Gods for instance would have read better had they spoken with a more florid or antiquated looking font.
I also do not know what the Enchantress is up to or how the heck she became betrothed to Thor, but she looks as slinky as she should look.

We're seeing that Rhino is hurt by the teasing, and though his role as a criminal makes him not entirely sympathetic, it's hard to really fault him for taking out vengeance on those who torment him.
This time out, the rescuer is the Rhino, and that makes for a bit of fun later on when the girl is rescued from her rescuer, and we see that Rhino has a bit of an inferiority complex, despite all his power.
Fegredo's work is beautiful as always, particularly his slightly-distorted vision of the Rhino and a fantastic sequence in the rain when Rhino talks with Stella and we see the human side of the character very clearly.
