The VentureStar proposal calls for Lockheed to build the craft entirely on its own, without government funding.
While VentureStar is a privately funded effort, the X-33, its beleaguered prototype is a joint venture funded by Lockheed and NASA.
The X-33 has a similar wedge shape and a similar internal structure of liquid hydrogen and liquid oxygen tanks, but is half the size of the full craft.

While Lockheed officials have declined to discuss how the business plan for the VentureStar RLV is being designed, space industry sources have said that it would take raising funds in the range of $6 billion dollars or more for a minimal commercial fleet of vehicles.
VentureStar has been considered the prime candidate to replace the Shuttle, but only in terms of a space vehicle that NASA can utilize, not own and operate.

The Venturestar is often called a shuttle replacement, however this article shows that NASA never had any intentions to replace the Shuttle.
I always knew that NASA ran into trouble with the composite tank, however, before reading this article I never knew they had the solution to the problem in their hands and opted not to use it.
The Venturestar is a great way for NASA to retire the Shuttle, get the CEV, and still have a cutting edge reusable spaceplane.
