  Oannes
Upon Lucifer's victory, the Lightbringer rewarded Vephar with a promotion; henceforth, the Wheel was the Archangel of Journeys.
That's why Vephar (in the Role of a wayfarer, out fishing for his supper) was out in the Atlantic Ocean when his old Superior made an appearance.
Vephar had always been more than a little awed by Oannes, and had been harboring irrational fears that the Archangel of the Waters was going to return and punish him.

Vephar, Demon Prince of the Oceans "The World is drowning; I will flood out your hearts." Vephar began his days as an Ofanim in service to Oannes, Archangel of The Waters.
Now Vephar represents the power of the oceans in all its destructive and lonely connotations; of being shipwrecked or consumed by giant sea monsters, of being sunk by an iceberg, of those cold and terrible depths themselves whose very nature demands a cold and strong heart to survive.
Vephar sees him as the epitome of all that is evil, seeing one's descent to Fate perfectly mirrored by the journey into the oceanic depths.

Steve Jackson Games Forums - Thoughts on Vephar?   (Site not responding. Last check: 2007-10-25)
Belial's got the chaotic destruction for destruction's sake nitch covered (though I suppose in this era, Vephar could hold dominion over hurricanes, tsunamis, blizzards, and even earthquakes [which many ancient cultures associated with the Sea] and Belial simply expanded his word to encompass chaotic destruction in general after Vephar's death).
What I'm leaning towards now is the concept of Vephar being the father of monsters (the Sea itself being the mother), and breeding more and more horrific sea monsters was his "thing".
Any thoughts on the subject of Vephar would be greatly appreciated.

Kochab began as a servitor of Vephar, Angel of Sailors and, in turn, Oannes, Archangel of the Waters.
While Vephar instructed humans on the basic tenets of ship-building and sailing, Kochab taught them the importance of the stars and how to guide themselves through the seas by them.
Eagerly trying to build their forces Kochab was taken in by Hell and promoted to Superior status by Lucifer, who thought he had found his replacement for Vephar.
