The spending plan approved by the House Friday is, at best, a preliminary document, but the two-day debate was instructive since it clearly exposed the main points of division between the Democrats, who control both legislative houses, and the Republicans who fought a rear-guard action in defense of the budget submitted by Governor Jim Douglas.
His budget included a 3.37 percent increase in state spending, and the House version of the budget is within a half percentage point of that plan at about $1.03 billion for the year.
The House is scheduled to take up the veto challenge next week and so far odds favor the governor since the Democrats would need at least 10 Republican votes to pass the override.
