The vexillatio system worked initially, due to the mobility provided by the empire's excellent roads and to the high levels of discipline, cohesion and '' Esprit De Corps '' of these units and the legions from which they came.
Later, under the Dominate, ''vexillatio'' refers to a cavalry unit of the Roman army.
From the time of Diocletian and the Tetrarchy, and possibly as early as the reign of Gallienus, ''vexillationes'' were the usual cavalry units found on campaign.

It is possible that the vexillatio was sent to Raetia from Noricum where the entire unit was stationed during the end of the first and the beginning of the second century.
Originally it was assumed, as mentioned, that a vexillatio both from the cohors I Tungrorum milliaria and from the cohors II Tungrorum was transferred from Britannia to Noricum.
The transfer of the vexillatio cohortis IV Tungrorum from Raetia to that province is to be situated in the context of the military reinforcements that took place in 145/147 at the request of T.Varius Clemens (ROXAN, 1973, 840; LENOIR, 1983-1984, 222).

But during the Crisis of the Third Century (a turbulent period from 235 to about 290 C.E.) vexillationes were shifted so rapidly from one area to another that units became hopelessly mixed up.

The Equites, or Cavalrymen, were grouped in Vexillatio, a unit of 500 to 600 cavalrymen.
The Clibanarii were catacphract members of the Palatini, of Persian origin, which could also be grouped in Vexillatio, perhaps in place of the regular cataphracts in some armies, and were sometimes even mounted archers as well, the Sagitarii Clibanarii.
The Scholae, was a Clibanarii unit of Imperial guards, that by this time, was still in existance, but functioned more as a parade unit.

The Army was campaigning against a mixture of foes, Huns, so has a strong mounted command and cavalry in its other flank command.
In addition to the above, it appears that at times the army would call on numbers of Irregular Alan auxilliaries, garrison troops (auxilia and archers) and there was clearly some form of training system for regulars and foideratoi.
