Via Baltica, an international expressway that is to pass across Poland, will probably be constructed at the expense of the most valuable natural areas of the Podlasie region.
From the two possible route variants - via the town of Łomża and via the town of Białystok - the Ministry of Infrastructure selected the Białystok alternative despite it being nearly 30 km longer and causing a threat to Europe's unique refuges of protected fauna and flora.
The intensity of the traffic, which moves via the shorter Łomża road anyway, would cease to be a serious problem for them.

 Rail Baltica
The Trans-European railway Rail Baltica, linking Helsinki – Tallinn – Riga – Kaunas – Warsaw and continuing on to Berlin, is to be developed within the territories of the co-operating EU Member States.
Rail Baltica will support the wider EU goals of parity of access to services and infrastructure of EU Member States and development of sustainable modes of transportation, improved balance and interoperability between different means of transportation and the establishment of links with the rest of the EU rail network.
Via Baltica, road and rail, is a priority in the TEN networks, with only road improvements progressing to date.

In choosing the route via Bialystok, the Polish government is running roughshod over both Polish and EU legislation, disregarding requirements to both conduct environmental impact assessments for the route and observe restrictions for nature conservation and environmental protection.
Indeed, the Via Baltica and other controversial projects were formally included in the annexes of the Accession Treaty signed by EU and accession countries last month in Athens.

Rail Baltica is a monumental and interesting project and a bit complicated to comment on it right now, Riivo Sinijärv, Deputy Managing Director of Estonian Railways said.
Rail Baltica would mainly compete with road transportation or Via Baltica where there are similar speeds in passenger as well as freight traffic in North-to-South direction.

The arguments of the ecological NGOs and other opponents of the proposed variant of Via Baltica routing are backed by the opinion of the EU-Poland Joint Parliamentary Committee.
In the declarations and recommendations signed during the meeting of the Committee on April 28-29 in Warsaw, one reads: the development of the Via Baltica should be fully consistent with the requirements of EU environmental Directives, including the full Strategic Environmental Assessment.

The planned Via Baltica expressway would pass through Bialystok, seriously impacting wildlife and creating pollution problems in the Biebrza National Park, Narew National Park, Knyszynska Forest Landscape Park, and Augustowska Forest.
When approving the Bialystok route for the Via Baltica expressway, the Polish government did not carry out an environmental impact assessment for the whole investment.

Organise adequate long-tern monitoring of the effects of the modernised express road and bypasses in view of both ecological and socio-economic consequences (also secondary effects) and support supplementary mitigation measures to be taken in the future when and where needed (such as speed limits);
At this point, it should be stressed that the importance of the matter and its urgency are fully understood by the leadership of the Ministry of Infrastructure; what surprises is the absence of clear actions on the part of the road sector in the scope of the implementation of Recommendation 108 (2203).
