 UCB/LBNL Video Conferencing Tool (vic)
Vic is a video conferencing application developed by the Network Research Group at the Lawrence Berkeley National Laboratory in collaboration with the University of California, Berkeley.
The vic.xil binary uses Sun's XIL library for video capture, while vic.rtvc bypasses the library and manipulates the device directly.
Video streams can be displayed simulatanously on a workstation display and on an external video output port, provided your hardware supports external output.

Under the Hood of the Commodore P500
The VIC has access to video and color nibble RAM in the system bank, and to the memory in bank 0.
Because the timing is controlled by the VIC, it is in fact determined by the video standard in use.
While the Commodore 600/700 models were designed as business models with 80 column monochrome video, the P500 was designed as a home computer with 40 column video, featuring the VIC-II chip that was later available in the C64.

Commodore VIC-20 - Wikipedia, the free encyclopedia
The VIC chip's successor, the graphics-and-RAM-refresh VIC-II, was used to great success in Commodore's later best-selling machine, the C64, and also in the dual video output C128 for that computer's 40-column/composite video graphics.
Importantly, like most video game consoles at the time the VIC had a cartridge port to allow for plug-in cartridges with games and other software as well as for adding memory to the machine.
An anecdotal bit of evidence to support Commodore's statement that the VIC-20 could be used not only for games but also as a serious introduction to computing, can be said to originate in the fact that a young Linus Torvalds was given a VIC-20 as his first computer.

The name "VIC" came from the Video Interface Chip, which, despite its designation, also handled all the sound synthesis in the VIC-20.
The ease of programming the VIC and availability of an inexpensive modem combined to give the VIC a sizeable library of public domain and freeware software, although much smaller than that of the C64.

 MayhemUK Commodore 64 archive
In January 1981, a handful of semiconductor engineers at MOS Technology in West Chester, Pa., a subsidiary of Commodore International Ltd, began designing a graphics chip and a sound chip to sell to whomever wanted to make "the world's best video game".
The MOS designers freely borrowed ideas that they liked - sprites from the TI machine, collision-detection techniques and character-mapped graphics from the Intellivision, and a bit-map from their own VIC20.
(By contrast, the custom chip for Atari's Video Computer System, fabricated 4 years earlier, was built with 6-micrometer technology.) Commodore's video chip was designed with 5-micrometer features.

 MOS_Technology_8563
The MOS Technology 8563 aka VDC (for Video Display Controller) was MOS' 80-column RGB display video chip used in the Commodore 128 home computer (the C128 also had a VIC-II for producing bitmap graphics and 40-column text, and for C64 compatibility).
The 8563 was a departure from other MOS video chip designs in that it had its own dedicated memory, and memory space, separate from system memory.
In addition, yields on the chip were very low, and Commodore's official position after the release of the C128 was that the VDC was incapable of producing bitmapped graphics.
