 Feature Article
The authority of an episcopal vicar is similar to that of a vicar general except that the authority of a vicar general runs throughout the diocese as set forth in the Code of Canon Law.
By contrast, an episcopal vicar's authority is defined by the bishop at the time of his appointment and can be limited to a geographic area of the diocese, a type of business, a group of the faithful, or otherwise as the bishop determines.
Similarly, a vicar general, a judicial vicar, a vicar forane, and an episcopal vicar are expected to act in conformity with the wishes of the bishop.

For the office of vicar forane, which is not tied to the office of pastor of a certain parish, the bishop is to select a priest whom he has judged suitable, after he has considered the circumstances of place and time.
The vicar forane is to take care that the pastors of his district whom he knows to be gravely ill do not lack spiritual and material aids and that the funeral rites of those who have died are celebrated worthily.
A vicar forane is obliged to visit the parishes of his district according to the determination made by the diocesan bishop.

 CATHOLIC ENCYCLOPEDIA: Vicar
The office of vicar was in use among the ancient Romans, that being the title of officials subordinate to the praetorian prefects.
These vicars are treated in the Decretum of Gratian and in the Decretals of Gregory IX, but vicars-general of bishops first appear in the sixth book of Decretals and in the Clementines of the "Corpus juris canonici".
As to their powers: vicars are constituted either in divinis, as parochial vicars and auxiliary bishops, or created vicars in jurisdiction, as vicars capitular and vicars general, to exercise power in the external forum, either voluntary or contentious.
