 Taiwan: President Chen Inaugural Address
Firstly, I wish to thank our honorable guests, at home and from abroad, who have joined us today for the Inauguration Ceremony of the 11th-Term President and Vice President of the Republic of China.
By the time I complete my presidency in 2008, I hope to hand to the people of Taiwan and to our country a new version of our Constitution--one that is timely, relevant and viable--this is my historic responsibility and my commitment to the people.
Therefore, let us relinquish our differentiation between native and foreign, and between minority and majority, for the most complimentary and accurate depiction of present-day Taiwan is of a people "ethnically diverse, but one as a nation." A shared sense of belonging has become the common denominator among all the 23 million people of Taiwan.

 Chen Shui-bian : Chen Shuibian
Chen Shui-bian (born 1950) (陳水扁 pinyin: Chén Shuǐbiǎn), colloquially and affectionately referred to as Ah Bian (阿扁 a1 bian3), was elected as the President of the Republic of China on Taiwan in March 2000 and took office in May 2000 with his Vice-President Lu Hsiu-lian[?].
Although a strong advocate of Taiwan independence, Chen moderated his independence stance during his campaign and repeatedly stated during his campaign and in his inaugural speech in May 2000 that as long as the People's Republic of China doesn't attack Taiwan, he would never declare independence.
In an election eerily similar to Taipei 1994, Chen won the presidency in 2000 as a result of a split of factions within the Kuomintang, when independent James Soong (later, leader of the People First Party) ran for presidency against the party nominee Lien Chan.

With regard to world leaders–and let’s face it, Dick Cheney, who everyone agrees is one of the most powerful vice presidents we’ve had, is a world leader–"rare public appearance" has been applied in the past to, oh, say, the devious, mysterious autocrats who run the Peoples Republic of China.
