Ashe was elected to be the mayor of Knoxville in November, 1987.
While Ashe often had the support of the city council, he was unable to get it to institute a Police Advisory Review Committee to perform as a civilian review of police action, something which, in 1998, he felt was necessary to investigate the questionable deaths of three fl men at the hands of police officers.
During Ashe’s mayoral tenure, parkland in Knoxville was increased from 700 to 1700 acres and 30 miles of greenway was added, some of it acquired by the city from unwilling sellers.

Victor Ashe was nominated by President Bush to be Ambassador to the Republic of Poland on April 8, 2004, and confirmed by the U.S. Senate on May 21, 2004.
Ashe was elected to the Tennessee House of Representatives in 1968, at age 23.
Ashe also led efforts to improve the Knoxville’s financial picture by adding to fund balance and improving the bond rating for the city, doubling the park system’s acreage from five to 34 miles of greenways when he left office.
