Victoria was among the original twenty-three counties established by the First Congress of the Republic of Texas on March 17, 1836.
Victoria County served as a transportation, military, and supply center during the war, since its major town was on a branch of the Cotton Road, which provided access to guns, ammunition, medicine, and supplies from Mexico in exchange for crops.
The Victoria Barge Canal was the outgrowth of the original Intracoastal Canal Association established locally in 1905; Congress did not authorize the construction of a barge canal, except for the dredging of the Guadalupe River, until 1945.
