		Victoria was founded in 1906 as a planned community on what had been largely undeveloped land in Lunenburg County, Virginia during the construction of the Tidewater Railway.
		Queen Victoria of England was a favorite of Henry Rogers, and the new town was named in her honor.
		The Virginia General Assembly granted a charter and incorporated the Town of Victoria on March 11, 1916.

The Commonwealth contends that, notwithstanding the officers' arrest of the wrong person, because the arrest was made in good faith, appellant had no right to resist.
		It has long been held in Virginia that where an officer attempts an unlawful arrest, the officer is an aggressor which gives the arrestee the right to use self-defense to resist so long as the force used is reasonable.

		The facts in this case as recited by the majority fully support the majority's conclusion that Victoria Shelton Sands "reasonably believed that she was in danger of serious bodily harm or death" as a result of "the atrocities inflicted upon her" by her husband on the day Sands shot and killed her husband.
