During his campaign he met Inés María Mendoza who would later become his second wife.
In 1940 the PDP won a slight but surprising victory in the Puerto Rican Senate, a victory which was attributed to the campaigning he did in the rural areas.

Running for the Senate under his new party affiliation, Muñoz began to campaign vigorously throughout the island with the slogan "Bread, Land, and Liberty." It was customary that plantation owners and politicians buy the peasant vote at $2 each, a large sum to the poor.
In 1964 he declined the nomination for governor after serving four terms; instead he ran for the Senate and won.
His daughter, Victoria "Melo" Muñoz followed her father's footsteps, also running for the senate and winning.

PDP former presidents Rafael Hernandez Colon, Victoria Muñoz Mendoza, and Hector Luis Acevedo described the referendum as the worst of two worlds.
Instead of a unicameral legislature, Hernandez Colon recommended holding single legislative sessions, with the option of holding additional extraordinary sessions to reduce costs and salary expenditures, which would address some of the complaints the people have about the legislature.
Meanwhile, Mendoza said she believes the Constitution shouldn’t be amended to punish legislators for their poor performance.
